North Western
North Western Cooperative Library Service was established in 1979, with the current Deed of Agreement between the Shires of Bogan, Coonamble, Gilgandra and Warren signed in June 2025.
A North Western Library card entitles members to borrow from all four libraries. The online catalogue offers a choice of local (site specific) or network-wide data. The libraries also provide access to a range of online databases and eresources.
The member councils demonstrate their commitment to the network through their financial support, acknowledging that co-operation delivers both economic benefits and quality services.
The individual shires are responsible for the employment of library staff including all associated costs with their employment, library buildings - including but not limited to - all maintenance costs associated with the building and any additional costs associated with the provision of any local library services provided in their local government area that are additional services. For example, the purchase of additional library resources requiring processing.
Administration
North Western Committee consists of two delegates from each member council and one maybe staff member (hereinafter referred to as delegates), to be members of a committee to be known as the North Western Library Management Committee.
At each annual general meeting, the committee shall elect a chairperson to hold office for the ensuing twelve months. The chairperson must be a councillor. The committee shall elect an executive management committee comprising the chairperson and one other delegate, (unless by resolution the committee shall otherwise decide) which, together with the executive officer and regional librarian, shall form a working group within the committee to develop plans and policies for presentation to the committee as a whole, and attend to any such matters as deemed to be of an urgent nature by the chairperson.
The regional librarian is based in Warren, manages the budget with financial contributions from all participating councils, directs the operations of the administration office - including staff, works with the working group, ensures that all policies and procedures are up to date, and that training is made available for all where possible and administers the best use of the Library Management System.

Home Library Service
Delivering the library to your door
The home library service is a free service available to members who are unable to access the library: the aged or frail, people with disabilities and their carers, children of housebound people, and residents of nursing homes and retirement villages.

What happens next?
Our friendly library staff will contact you and find out what sort of books, magazines, audiobooks, and DVDs you would like to borrow.
A staff member will then deliver the selected items to you on a regular specified day.
